Microtransactions in Starfield are summarized as...

The game features a premium marketplace called "Creations". This is a store within the game that features user created mods and content. Many of these are free, but plenty are not. Bethesda themselves have a bunch of Creations on the store, other paid content is all verified by Bethesda. These Creations are not purchased directly, instead they are purchased via a premium currency called "Creation Credits". These can be bought in awkward bundles where 10 USD equals roughly 1000 Creation Credits.
At this time the amount of paid content is limited, but much more is expected to come in the future. The current offering ranges from 100 Credits to 1000 Credits. Credit bundles are available from 500 (roughly 5 USD) to 5500 Credits (roughly 50 USD). The amount of content you get varies, but all are questionable in value.

The game has a deluxe edition which is $30USD more expensive than the base game. This edition offers nothing but additional digital rewards in the form of an unannounced and unknown DLC, character skins, digital art book and soundtrack, and for many most importantly; 5 days early access.

Additionally there is a special edition priced at $300USD which includes a (physical) watch in a premium case. The details of what this watch can do, what it's made of, and generally what it is are not yet known but it is available for purchase.

Pre-purchasing any edition of the game grants you access to a handful of character and weapon skins.
